We classify each firm's service areas ourselves, from its public website and listing information. Those tags are our classification, not a Bar Association specialisation certificate, and a firm may well take work outside them. Where we show a rating it is the firm's Google rating at our last data refresh, a few listings have none, we do not hold review counts, and no firm pays for placement. Before you instruct anyone, you can check them independently: a Cyprus law firm can only be incorporated with the approval of the Legal Council, and every practising advocate is entered on the Cyprus Bar Association Register of Practising Advocates and holds an annual licence. Ask for the registration details and verify them.

Do you need an incorporation lawyer or just a formation agent?

A formation agent files the incorporation, arranges the advocate who swears the HE1 declaration, and supplies the registered office and company secretary. That is enough for a plain company with one shareholder. You are buying a lawyer as an adviser, rather than as a signatory, when someone has to draft and negotiate the documents that decide who owns what and what happens when founders fall out: the shareholders agreement, share classes, vesting and option pools, pre-emption and drag-along rights, director duties, and the assignment of intellectual property from founders to the company. Those are the documents an investor reads first, and the ones that are expensive to fix after a term sheet arrives.

What changed for new Cyprus companies in 2026

Two changes matter at incorporation. Corporation tax rose from 12.5 to 15 percent from 1 January 2026, so older cost models understate the running tax. And stamp duty was abolished in full from the same date under the Stamp Duty (Repealing) Law of 2025, which removes a cost that used to attach to corporate and commercial documents. Any adviser still quoting stamp duty on your incorporation paperwork is working from a pre-2026 checklist.

Ownership transparency is not optional

Cyprus keeps a register of ultimate beneficial owners at the Registrar of Companies, filed through the Registrar e-portal, and the entry has to be created on incorporation and updated whenever control changes. Non-compliance carries a fine that accrues daily, so a forgotten update is not a one-off penalty. The question most foreign founders actually want answered: since the Court of Justice of the European Union struck down general public access in 2022, the Cyprus register is no longer open to anyone who asks, and access is restricted to competent authorities and to parties who can show a legitimate interest. Document the ownership chain at incorporation, while everyone still remembers what it is.

5. Do you provide the registered office and company secretary in-house, and at what recurring annual cost?

Red flags to avoid

• A quote that still includes stamp duty on corporate documents, which no longer exists in Cyprus from 1 January 2026.
• Nominee directors and shareholders pushed onto a structure that has no need for them.
• Open-ended hourly billing on corporate documents with no estimate or cap.
• No willingness to state which partner will actually draft the agreement.
