Cyprus Delays Tax For All (TFA): 2025 Returns Stay on TAXISnet, Rollout Pushed to 2027
Cyprus has delayed Tax For All (TFA). File your 2025 income tax return on TAXISnet this year, with TFA now expected for the 2026 returns filed in 2027.
Cyprus has postponed the full rollout of Tax For All (TFA), the new online platform meant to replace TAXISnet. The Tax Department decided in April 2026 to keep income tax filing on the existing TAXISnet system for now, and TFA is no longer expected to handle income tax returns until the 2026 tax year, which is filed in 2027.
If you run a business or work in Cyprus, this changes which portal you use this filing season, so it is worth getting right.
What actually changed
- 2025 income tax returns (the ones due in 2026) will be submitted through TAXISnet, not TFA.
- This applies to employees and self-employed individuals without audited accounts, who had expected to move to the new system this year.
- TFA full deployment is now targeted for 2027, when the 2026 returns are filed under the new tax-reform rules.
- TFA continues to roll out in phases and is being linked to CY Login identity services, so access is tied to your CY Login credentials.
What you need to do
For the current season, nothing changes in terms of where you file: use your existing TAXISnet account as before. The current deadline for the 2025 personal income tax return is 31 July 2026, although the submission window had not yet opened when the decision was reported. Check the Tax Department portal for the exact opening date, and make sure your CY Login is active so you are not locked out when filing opens.

Why it was delayed
Officials pointed to implementation challenges and the need to stabilise the reform before full deployment. The build has repeatedly slipped because of software integration work: new return forms, calculation tools, and cross-departmental data systems all have to line up before the platform can safely take over income tax. The Tax Department also acknowledged that the pace of the reform made it hard for the industry to adapt to a new system at this stage.
What is coming in 2027
The delay does not change the tax reform itself, only the platform timing. From the 2026 tax year onward, the rules tighten:
- All Cyprus tax residents aged 25 to 70 must file an annual income tax return, regardless of income level (the obligation applies to anyone who has turned 25 but has not yet reached 71 by the end of the tax year). Filing is no longer only for those earning above a threshold.
- The personal tax-free threshold rises from EUR 19,500 to EUR 22,000, with income up to that level taxed at zero percent.
So the practical takeaway is simple: file your 2025 return on TAXISnet this year, keep your CY Login current, and plan for everyone in the 25 to 70 bracket to file through TFA from 2027.
